For the outstanding problems on the list, the Ministry of Ecology and Environment will implement the list management, tracking supervision and selling number by number in accordance with the relevant requirements of the Working Mechanism for Finding and Promoting Solutions to Water Ecological And Environmental Problems (Trial).




At the same time, the Ministry of Ecology and Environment also called on local governments to resolutely investigate and punish all kinds of illegal acts of discharging pollutants during the flood season, and disclose them to the public.




1. The Ministry of Ecology and Environment will rank pollution intensity in flood season




On February 21, the official account of the Ministry of Ecology and Environment published an article titled "The Ministry of Ecology and Environment guides all regions to carry out analysis of flood season pollution intensity and promote the solution of prominent water environmental problems", announcing the news of the upcoming flood season pollution control.




The document was issued because after several years of efforts, the quality of the country's water environment has significantly improved. However, pollution from non-point sources has become a major problem in some areas, and in some places the problem of "filth and dirt collection" during the dry season and "collecting and collecting small amounts by themselves" during the rainy season is prominent.




Flood season pollution how to control? The first is to find out the base. The Ministry of Ecology and Environment required all regions to carry out pollution intensity analysis during the flood season.




So-called "flood season pollution intensity" refers to a section of flood season primary pollutants concentration and objective concentration limit ratio, it mainly reflects the monitoring of flood season gap between pollution and water quality goals, is conducive to accurately identify the water environment quality is better at ordinary times, flood season pollutant concentration rise sharply, distinguish the related responsibility administration of non-point source pollution prevention.

According to the requirements of the Ministry of Ecology and Environment, local governments should carry out monitoring and analysis of pollution intensity in flood season according to local conditions by selecting permanganate index, ammonia nitrogen, total phosphorus or other characteristic indexes convenient for monitoring, focusing on the fact that the water quality in flood season is worse than the section of class ⅴ river or the section of class ⅲ drinking water source.




That is to say, the main monitoring object is the river section inferior to class ⅴ, and the drinking water source inferior to class ⅲ. The key indicators are permanganate index, ammonia nitrogen and total phosphorus.




In terms of specific work, the national control section of automatic water quality monitoring station has been built. It is necessary to make full use of automatic monitoring data to identify primary pollution factors and their maximum pollution concentration in flood season, and carry out pollution intensity analysis in flood season.

1. Encourage local governments to incorporate flood season pollution intensity into the horizontal ecological protection compensation mechanism of river basins, and effectively promote upstream and downstream collaborative governance;




2. For areas with high pollution intensity in flood season and relatively backward prevention and control of non-point source pollution in urban and rural areas, urge and guide local authorities to conscientiously organize source tracing and investigation, and solidly control non-point source pollution in urban and rural areas;




3. All kinds of violations of laws and regulations concerning sewage discharge during the flood season will be investigated and dealt with firmly in accordance with the law and made public.




To sum up briefly, for flood season pollution, the first step is monitoring, the second step is control.

In fact, last November, the Ministry of Ecology and Environment tried to publish a ranking of the country's pollution intensity during the flood season.




On November 1, the Ministry of Ecology and Environment released the national water environment quality in the first three quarters of the year. Annex 3 is the section list of the top 50 pollution intensifiers in flood season from January to September 2021.


According to the situation in the first 10 months of 2021, the top 50 state-controlled sections with high pollution intensity in flood season are distributed in 21 provinces, showing a relatively common range.




Among them, yunnan (9), Shanxi (5), Jiangxi (5) have more sections.




Among many sections, the primary pollutant in Jiangkou Village section, Enshi Prefecture, Hubei Province is total phosphorus, whose assessment target limit is 0.10mg/L, the maximum concentration in flood season is 3.30mg/L, and the pollution intensity in flood season reaches 33.0.




3. Pollution control in flood season will become a "new track" for environmental protection industry

And once the place begins to pay attention to, will certainly promote the governance and solution of this problem.




That is to say, the ranking of pollution intensity in flood season can help release the demand for environmental protection.




The main targets of treatment are non-point source pollution, including livestock and poultry farms along the river, industrial agglomeration areas, sewage discharge enterprises, tailings ponds, and sewage treatment plants.




Controlling flood season pollution will promote these enterprises to strictly implement discharge standards, improve the collection and treatment rates of sewage, and ensure that all sewage can be collected and completely treated in place.




This, of course, will also become an opportunity for environmental enterprises.




In fact, some environmental protection enterprises have seen the business opportunities, and made the layout in advance.

In the future, with the strong promotion of national policies, it is believed that more environmental protection enterprises will devote themselves to the treatment of overflow pollution.
