Rural revitalization strategy is one of the seven development strategies in China, among which improving the rural environment is an important means and measure of rural revitalization. The no. 1 document of the Central Committee points out a roadmap for improving the rural environment for rural vitalization, which will be followed by a five-year campaign to improve the rural living environment.

The no. 1 central government document also pointed out that the treatment of black and odorous water bodies in rural areas is one of the key tasks for rural revitalization this year, and will be accelerated.
It is not easy to eradicate the problem of black and smelly water bodies in rural areas
