China's carbon emissions per unit of GDP fell by about 34% over the past decade

Today we are holding the third of our series of press conferences on the theme of "China's Decade". Good morning, ladies and gentlemen. The most prominent theoretical achievement of the past decade is the formation of Xi Jinping Thought on Economy and Xi Jinping Thought on Ecological Civilization. The most prominent practical achievement is the significant improvement in economic development and ecological environment. Specifically speaking:




This has been a decade in which China's economic strength has reached a new high. In 2021, China's GDP reached 114 trillion yuan, accounting for more than 18 percent of the global economy, up from 11.4 percent in 2012. China's status as the world's second largest economy has been consolidated and enhanced. Per capita GDP reached $12,500, close to the threshold of high-income countries. In recent years, China's economic contribution to world economic growth has been around 30%, and the Chinese economy is the largest engine driving world economic growth.




This has been a decade of solid progress in innovation-driven development. We have taken innovation as the primary driver of development. China's r&d investment as a percentage of GDP increased from 1.91% to 2.44%, and China's ranking in the Global Innovation Index rose from 34th to 12th. China has led the world in developing high-speed railways and 5G networks, made major breakthroughs in manned spaceflight and Mars exploration, and made major progress in making China more innovative.




This has been a decade of solid progress in coordinated development. China's urbanization rate rose from 53.1 percent to 64.7 percent, and the per capita disposable income ratio or gap between urban and rural residents decreased from 2.88 to 1 to 2.5:1. The Gini coefficient of personal income dropped from 0.474 to 0.466, solid progress was made in ensuring equal access to basic public services, and regional development became more balanced, coordinated, and complementary.




This has been a decade of solid progress in green development. China's ecological environment has achieved a historic turning point, with fewer haze days and black and smelly water bodies, and more blue skies, white clouds, clear waters and green mountains. Afforestation accounts for about a quarter of the world's artificial afforestation, and carbon dioxide emissions per unit of GDP have fallen by about 34%. China ranks first in the installed capacity of wind power, photovoltaic power and other green electricity, and in the production and sales of new-energy vehicles. China has contributed to the conclusion of the Paris Agreement, which sets out to achieve carbon peak by 2030 and carbon neutral by 2060, making important contribution to international cooperation in addressing climate change and promoting global environmental governance.




This has been a decade of solid progress in opening up and development. The breadth and depth of China's opening-up has been comprehensively expanded. The share of commodity exports in the international market rose from 11% to 15%, and China's position as the largest trading country in goods was strengthened. We have implemented a management system of pre-establishment national treatment plus a negative list for foreign investment across the board, and made greater use of foreign investment. We have actively established a network of high-standard free trade areas, and the number of free trade agreements signed with other countries has increased from 10 to 19. We have deployed and built 21 pilot free trade zones and the Hainan Free trade port, creating a series of new highlands and test grounds for opening up, and making a new pattern of all-round and high-level opening up.




This has been a decade of solid progress in shared development. We have historically solved the problem of absolute poverty, which had plagued the Chinese nation for thousands of years, lifted nearly 100 million rural people out of poverty, making a huge contribution to the world's poverty reduction. We have built the world's largest education, social security and medical and health systems, raised the average life expectancy from 75.4 years to 77.9 years, and raised the proportion of the middle-income group from about one quarter to about one third of the population.




This has been a decade of coordinated development and security. Important progress has been made in the critical battle to forestall and defuse major risks, and the bottom line of preventing systemic risks has been kept. Over the past decade, the number of people killed in workplace accidents per unit of GDP has dropped by 83.8 percent, and people's lives have been better protected. China's awareness of and capacity for safe development have been significantly improved.




This has been a decade of constant reform and improvement in China's economic and ecological systems. We adhere to and improve the basic socialist economic system, with public ownership as the mainstay and economies of diverse ownership developing side by side, distribution according to work as the mainstay and multiple forms of distribution coexisting. We adhere to the socialist market economy, give full play to the decisive role of the market in allocating resources, and better play the role of the government. We have put in place a complete set of systems for promoting ecological progress, implementing the strictest possible system for protecting the ecological environment, establishing a sound system for supervising ecological and environmental protection, and comprehensively establishing a system for efficient use of resources. These institutional achievements have provided strong support for high-quality economic development and sustainable improvement of the ecological environment.




At the same time, we are soberly aware that China is still a developing country, is still in the primary stage of socialism, the overall low per capita income levels, the ecological environment quality is not high enough, insufficient development is not balanced, especially with the comprehensive build socialism modernization power, to realize the second goal request, compared to one hundred compared with the advanced world level, We must remain true to our founding mission and continue our efforts. We must take economic development as the central task, fully implement the new vision of development, accelerate the building of a new development pattern, promote high-quality development, and strive to achieve higher levels of production development, better living standards, and a sound ecological environment.
