Thank you for your concern about the sewage permit system. Some time ago, the Ministry of Ecology and Environment announced a number of typical cases of violation of pollutant discharge permits, with the purpose of guiding enterprises to abide by the law and grassroots law enforcement, which has received a positive response from the society. The pollutant discharge permit system is an important part of the national environmental governance system. In recent years, guided by Xi Jinping Thought on Ecological Civilization, the Ministry of Ecology and Environment has resolutely implemented the decisions and arrangements of the CPC Central Committee and The State Council, and continuously promoted the reform of pollutant discharge permit. The work can be summarized from the following aspects:




One is to establish a system. The pollutant discharge permit system will be incorporated into the air, water, soil, solids, noise and other laws. The State has issued the Regulations on the Administration of Pollutant Discharge Permits, formulated a classified management list, and issued 76 technical specifications for pollutant discharge permits and 45 guidelines for self-monitoring.




Second, comprehensive coverage. We have put all of the 3.3 million stationary pollution sources in China under the management of pollutant discharge permits, issued more than 350,000 permits, registered more than 2.94 million permits, and issued more than 6,000 notices for rectification within a specified time limit, thus covering all pollutant discharge permits under environmental supervision.




Third, integration system. For more than 40 industries that discharge relatively little pollution, the eia registration and pollutant discharge permit registration will be combined to reduce the burden on enterprises. We will work with tax authorities to unify the calculation methods for pollutant emissions from environmental protection taxes, and steadily promote the integration of pollutant discharge permits with environmental monitoring and statistics systems.




Fourth, strict oversight. In 2021, more than 3,500 pollution permit cases were investigated and dealt with, resulting in fines of more than 300 million yuan. The state and local governments continue to inform typical cases of violations, which has played a relatively good deterrent role. In addition, the "double hundred" task of improving the quality of pollution permits and the submission rate of implementation reports has also been carried out.




Fifth, we will provide good services. We will establish a unified national information platform for the management of pollutant discharge permits for fixed pollution sources, and introduce standards for electronic licenses and permits for pollutant discharge, so that all applications can be conducted online, across provinces, and through the Internet.




Next, the ecological environment will be tradable permits system as the core, actively join the stationary sources environment management system, the implementation of the "about strengthening tradable permits law enforcement supervisory guidance", promoting "YiZhengShi" management, efforts to build enterprise certified emission, government regulation, social mutual supervision and law enforcement in accordance with the new pattern.
